Disorganized Crime

In my experience when it comes to the criminal element in Pulp stories the term “organized crime” is not really applicable. There is no Mafia, and while there are criminals who achieve the level of super villainy of the likes of “Lucky” Luciano such organizations usually collapse once the ring leader is taken down.

For the purpose of the campaign there may be real world criminals like Luciano, but the level of threat they pose, their level of influence is not nearly as great as it was in the real world. Instead the criminal element seen in the campaign will be much less, well, organized. Also in terms of the nature of crime, while robberies, kidnappings and the like may be featured, I will be avoiding the darker crimes such as rape, prostitution, mass drug distribution. Yes, there may be opium dens and the occasional lady of the night might be encountered, but for the most part I would like to keep the tone of the game more Pulp and less grim.
